they're mostly illegal. they work somewhere that pays them under the table or they get a photo id and make up a fake ssn when they apply for a job. a lot of states have laws that make it easy for illegals to get drivers' licenses and don't allow the police to ask about their immigration status. most states also have lax laws regarding public schools, so the school district can't inquire about the students legal status, they just have to teach anyone that walks through the door.
