Probably because California is not a sovereign nation. France and the other EU countries remain sovereign nations, in spite of the EU agreement.
The EU agreement is a treaty; it did not create the EU as a separate sovereign under a single federal government.
When California declares its independence from the rest of the U.S. and becomes a member of the United Nations, then it will probably be part of the G-20. But there's no sign that will ever happen.

California is the 7th largest economy in the world, if accounted separately from the rest of the nation, but it is not a sovereign country.
