If there's a "neighborhood meeting" advertised, who's invited? How big an area is the "neighborhood"?

I don't want to show up to something I'm not a part of! What's the usual neighborhood size, and is everyone invited? There's a couple hand-painted A-stand signs; the nearest is about 3-4 blocks from me. Plus I live in an apartment not a house. They just say "neighborhood meeting tonight King school 7pm".
